The Certification & Compliance (C2) Network System is a web-based tool that provides up-to-date tracking of payments made to prime contractors and sub-contractors. DPS is continuing on the next phase of start-to-finish purchasing modernization via the implementation of a comprehensive eProcurement system. eProcurement applies digital technology to the acquisition of goods and services. It will allow DPS to collaborate with City Departments to create solicitations and contracts online, greatly reducing the time it takes to complete procurements. Come watch a demonstration and learn about iSupplier registration, how vendors will submit bids and proposals online, and how to view contracts and payments.

GUIDE TO BID INCENTIVES & PROGRAMS

In an effort to assist the vendor community in understanding the opportunities available to them, the Bid Incentives and Program Guide was developed to include comprehensive information on multiple ways to grow a business, increase capacity, and be more competitive on City contracts. This Guide will support the pipeline of business growth at every phase – whether a business is just starting out or are a seasoned firm. The Guide details the programs and incentives that deal with construction, non-construction, as well as a matrix to best guide vendors to pairing particular incentives when bidding on contracts. Some of the capacity-building programs detailed in the Guide include the Small Business Initiative (SBI), Mid-size Business Initiative (MBI), Diversity Credit Program, and the Phased Graduation Ordinance.

CERTIFICATION

DPS manages over 3,000 new, renewed, and ongoing certifications for minority, women, veteran, businesses owned and operated by people with disabilities, and disadvantaged businesses. Additionally, DPS implemented a full-time Certification Intake Consultant in conjunction with the Department of Business Affairs and Consumer Protection (BACP) to provide information about the certification program to interested businesses and to assist small business owners with completing online applications. Did You Know… Veterans Business Enterprise (VBE) Certification

What is VBE certification?

The City of Chicago VBE certification can be awarded to small and local business that are owned and operated by veterans who have been generally or honorably discharged. To take advantage of City of Chicago veteran programs/incentives, veteran-owned businesses must be VBE certified by the City of Chicago.

How do you get City of Chicago VBE certified?

New applicants:
  • Visit www.cityofchicago.org/vbe and click on “Apply for Certification”
  • Certification applications are accepted ONLINE ONLY
  • Download a user manual or sign up for a training class for assistance.
Existing Certified Firms: Email dps.certification@cityofchicago.org to receive an online request through the Certification & Compliance (C2) system.  At that time you will be required to upload a letter on company letterhead and supporting documentation including the DD-214 and/or DD-215 forms.

Benefits of City of Chicago VBE certification:

  • Opportunities to participate in a number of programs which are designed to promote contracting opportunities for VBE firms
  • Veteran/small business JV bid incentive – 5% for eligible joint ventures and small, local, veteran-owned businesses
  • Veteran-owned subcontractor bid incentive – up to 2% for utilization of veteran-owned subcontractors
  • Service-disabled veteran-owned businesses can also apply to be certified as a Business Enterprises Owned or Operated by People with Disabilities (BEPD)
