Request for Proposal (RFP) for Community Development Grant Application (CDGA) Program

On behalf of the Department of Family and Support Services (DFSS), the Mayor’s Office for People with Disabilities (MOPD), the Department of Planning and Development (DPD), the Chicago Department of Public Health (CDPH), the Department of Business Affairs and Consumer Protection (BACP), and the Chicago Commission on Human Relations (CCHR), The Office of Budget Management (OBM) is releasing this Request for Proposal (RFP) to fund various social service, housing and economic development programs for fiscal years 2019 and 2020. OBM will host a technical assistance (TA) session to provide information and guidance for applicants interested in applying for funding under the programs listed in this RFP as well as training for the City of Chicago’s (City) online grant system application, eProcurement.

DPS is continuing on the next phase of start-to-finish purchasing modernization via the implementation of a comprehensive eProcurement system. eProcurement applies digital technology to the acquisition of goods and services. It will allow DPS to collaborate with City Departments to create solicitations and contracts online, greatly reducing the time it takes to complete procurements. Come watch a demonstration and learn about iSupplier registration, how vendors will submit bids and proposals online, and how to view contracts and payments.

Chicago Urban League Solar Energy Jobs Training
     
The Chicago Urban League is now accepting applications for the Solar Photovoltaics (PV) Installation Training Program. This is a 48-hour training which utilizes classroom training and hands-on lab activities to prepare students for entry-level work in the solar industry.
Application deadline is Wednesday, April 3rd at 4 PM. The program starts on Friday, April 6, 2018, at 9 AM.  Classes are 8 hours each day for three consecutive weekends.

DPS is continuing on the next phase of start-to-finish purchasing modernization via the implementation of a comprehensive eProcurement system. eProcurement applies digital technology to the acquisition of goods and services. Department of Procurement Services Releases First Official Solicitations Through the Mid-Sized Business Enterprise Initiative (MBI)

The Department of Procurement Services (DPS) today released the first official solicitations though the Mid-Sized Business Enterprise Initiative (MBI) that will allow small and mid-sized local construction firms to be exclusively eligible to bid on construction projects valued between $3 million and $10 million.
“The MBI program reflects the City’s continued support of small and mid-sized businesses,” said Mayor Rahm Emanuel. “By helping to level the playing field so that everyone has an opportunity to grow their business, we will make our neighborhoods stronger and all of Chicago stronger.”

The MBI construction program, passed by City Council in October 2016, is a race- and gender-neutral program, expands on the Small Business Initiative (SBI) 1 and 2 construction programs, which allow small local firms to be exclusively eligible to bid on projects valued at $3 million or less. Eligible participants in the MBI construction program may exceed the SBA size standards for small businesses, but cannot exceed one and a half times those size standards.

How to Complete an Online Economic Disclosure Statement (EDS)
An Economic Disclosure Statement (EDS) is required of all bidders seeking to do business with the City of Chicago. Through the EDS, applicants make disclosures required by State law and City ordinances and certify to compliance with various laws and ordinances. This hands-on workshop will go over the proper way to fill out an EDS and how to submit via the online portal application. Please note that all vendors must bring their FEIN information in order to create an online EDS account and complete the online EDS application.

The Goldman Sachs 10,000 Small Businesses Cohort 21 application deadline has been extended to February 16, 2018.
Goldman Sachs 10,000 Small Businesses program gives participants practical business skills that help to take their business to the next level. This program offers professional workshops led by the brights minds in the business field. These workshops cover topics such as access to financial capital and how to build a network of professional support.

O’Hare Express System Project
The Chicago Infrastructure Trust, in coordination with the City of Chicago, is pleased to announce the Request for Qualifications (RFQ) for the O’Hare Express System (OES) Project. This project aims to provide express transportation service between O’Hare International Airport and downtown Chicago. This RFQ represents the commencement of the procurement process for selecting the private party that will design, build, finance, operate and maintain the OES Project.
Pre-submittal Conference and Networking Session will be held on: Wednesday, December 20, 2017 at 2:00 pm at the Chicago Cultural Center, 78 E. Washington St, Chicago, IL 60602.

City of Chicago Rolls-Out Veterans Business Enterprise (VBE) Certification & Bid Incentive and Programs Guide

What is VBE certification?

The City of Chicago VBE certification can be awarded to small and local business that are owned and operated by veterans who have been generally or honorably discharged. To take advantage of City of Chicago veteran programs/incentives, veteran-owned businesses must be VBE certified by the City of Chicago.

How do you get City of Chicago VBE certified?

New applicants:
  • Visit www.cityofchicago.org/vbe and click on “Apply for Certification” – Online Applications open October 19, 2017.
  • Certification applications are accepted ONLINE ONLY
  • Download a user manual or sign up for a training class for assistance.
Existing Certified Firms: Email dps.certification@cityofchicago.org to receive an online request through the Certification & Compliance (C2) system.  At that time you will be required to upload a letter on company letterhead and supporting documentation including the DD-214 and/or DD-215 forms.

Benefits of City of Chicago VBE certification

  • Opportunities to participate in a number of programs which are designed to promote contracting opportunities for VBE firms
  • Veteran/small business JV bid incentive – 5% for eligible joint ventures and small, local, veteran-owned businesses

Ex-Offender Utilization Procurement Bid Incentive & DFSS Community Reentry Support Centers

DPS Ex-Offender Utilization Procurement Bid Incentive
The Department of Family Support Services (DFSS) and the Department of Procurement Services (DPS) have joined together for an opportunity for returning citizens to participate on City contracts. New Municipal Code section 2-92-336 incentivizes prime contractors to sponsor ex-offenders into apprenticeship training programs and utilize their labor hours in the performance of a City contract.
By offering a bid incentive to City contractors, this ordinance will support individuals who were previously incarcerated but are re-entering the workforce and making efforts to obtain ongoing education and training.
To read the full details about the ordinance, click here. As part of the new program, DFSS will work with delegate agencies with workforce development programs to recruit, screen and refer potential qualified candidates for these opportunities.
 
DFSS Community Reentry Support Centers

Through employment preparation services, transitional jobs programs and skill training in high demand industries, individuals gain valuable work experience and skills needed for the workplace or to move on to more advanced education and training programs.
DFSS’ experienced delegate agency partners will recruit, screen and refer potential qualified candidates for these opportunities. All candidates will go through an initial intake process where their eligibility for this program will be determined and documentation received.  These agencies will work with both CPD (Chicago Police Department) and IDOC (Illinois Department of Corrections) to verify requirements for inclusion and when appropriate the local corrections agency in charge will be contacted for verification and documentation.
Candidates will go through an intensive orientation and receive counseling to assist with obtaining and retaining employment as well as screening for the employment opportunities.  The counseling will begin pre-employment and continue post -employment offering the necessary support and supportive services necessary for sustained success.

Vision Zero Chicago
Under the leadership of Mayor Rahm Emanuel, the Vision Zero initiative builds a partnership between City leadership and the public to prioritize human life and the safety of our streets.VISION ZERO brings together the policies, partnerships, and technologies that prevent death and serious injury from traffic crashes.
CHICAGO’S VISION ZERO Action Plan is a guiding document identifying the City’s priorities and resources for traffic safety initiatives through 2019.More than a dozen City departments and sister agencies collaborated to develop the plan.
As part of Vision Zero, the City has adopted new safety requirements for large vehicles used in the performance of services for the City. Pursuant to Section 2-92-597 of the Municipal Code of Chicago, all contracts valued at $2,000,000 or more, which are funded by the City, and which are for construction services or whose performance requires the use of a large vehicle, will require the contractor and its subcontractors to retrofit large vehicles with safety enhancing equipment, including, lateral protective devices, crossover mirrors or convex mirrors.
These requirements will be phased in over the next four years, and will apply to
  • (i) one-fourth of a contractor’s or a subcontractor’s large vehicles used in the performance of a City contract on or after July 1, 2018 but before July 1, 2019;
  • (ii) one-half of a Contractor’s or a Subcontractor’s large vehicles used in the performance of the Contract on or after July 1, 2019 but before July 1, 2020;
  • (iii) three-fourths of a Contractor’s or a Subcontractor’s large vehicles used in the performance of the Contract on or after July 1, 2020 but before July 1, 2021; and
  • (iv) all of a Contractor’s or a Subcontractor’s large vehicles used in the performance of the Contract on or after July 1, 2021.
The City is hosting a free Truck Safety Equipment Demo on November 1, 2017 from 11:00 a.m. to 2:00 p.m. on the street in from of the Swissotel Chicago, 323 E. Upper Wacker Drive.  Subject matter experts from the Chicago Department of Transportation and Fleet & Facilities Management will be on hand to answer questions.

The Chicago Infrastructure Trust, in coordination with the City of Chicago and the City’s Department of Fleet and Facility Management (2FM), has issued a Request for Qualifications for the Joint Public Safety Training Academy Project.
This project will consolidate and replace various Chicago Police Department (CPD) and Chicago Fire Department (CFD) training facilities located throughout the City of Chicago, and provide new indoor and outdoor scenario-based training spaces. This RFQ represents the first part of a process that will ultimately select the developer who will design, build, and provide financing for the comprehensive training academy campus at 4301 W. Chicago Avenue.
All prospective Respondents are strongly encouraged to register the Respondent’s company as an RFP document holder by contacting the CIT by email at: JPSTA@chicagoinfrastructure.org.

2016 Vendor Fair hosted by the GPC Forum

information about two unique grants available to lower income Chicagoans: the Emergency Heating Repair Program and the Roof and Porch Repair Program.Tuesday, April 12, 2016

Chicago, IllinoisOfficials from DPD, the Department of Procurement Services and The Gordian Group will offer details on the job order contracting process, including its budget, program volume, procurement methods and more. The budget, which can vary, is currently estimated at $6 million per year. That amounts to as many as 500 small residential repair projects annually. The workshop’s aim is to familiarize the job order
contracting process for the porch, roof and heat programs to a wide pool of construction professionals.This program provides opportunities for our local minority- and women-owned small businesses. The workshop will also give a detailed explanation of two federal grant programs, previously known as the Emergency Housing Assistance Program. They are available to repair heating systems, roofs and porches, and can help maintain the vibrancy of Chicago’s neighborhoods. The funds are available to residential properties that are owner occupied, have less than four units, and meet certain income requirements. Typical repair costs range between $10,000 and $25,000 per project.For additional information or to RSVP, contact:
